Salesforce Platform Starter user can't access Skuid pages

Unable to login as a user with SF “Platform Starter” license. They have the Skuid Viewer permission set, access to the lightning app, and access to the Lightning Page Tab via the profile.

Been awhile since I’ve seen this screen. Any clue crew?

I figured it out. Anyone able to guess?

That Skuid page wasn’t in the org…

Nope. It’s in the org.

Security Settings - Org Wide Sharing. Pages were set to Private.
