Knowledge Article issue

Can't seem to provide users the ability to view Knowledge Articles.  

It looks like I have to use a subquery to get articles to show up in the page.  This works fine for internal users.

However, when I log into the same page as a customer, I get this error:

When I remove the filter, the page works fine as a customer, but no knowledge base articles show up.

Any ideas?
