case record type not showing up

I've added Case Record Type in the tab set for Cases in Accounts and Contacts. I've noticed some Case Record Types are not showing in the picklist for certain users with that permissions already before changing to SKUID. I can not figure out where to change or modify. The Case record Types are already in the picklist in the salesforce ui. Please help thanks

and yes - the user has a permission set for the case record types.
